AMD GPU Not Overclocking

I have this 7970 GHz edition made by gigabyte but recently I have this problem with the new drivers 14.2 I have over clocked the card but it doesn't detected as oced but rather than going to the standard 1100 mhz it goes to 1000 mhz this is not normal what might be the issue? Here is a screen shot of MSI also CCC also detects it as 1110 MHz but it also shows that it is currently running at 1000 MHz.

This should be in the troubleshooting section, but did you have this problem on any older drivers? If not, revert back to an older driver version.

How do I transfer it to the troubleshooting section? Also I am not sure if this had a problem with the older drivers. But I also Hear some loud coil wine when gaming.
