adobe reader issues

so a person at my work is having issues with adobe reader, i'll list problems below

 

cannot open PDF's stored in the public drives on our server 

 

Cannot open PDF's from internet explorer

 

To open these PDF's they need to save a local copy, which is really inconvenient 

 

any help would be appreciated
