Extremely long loading times.

My newish PC has been acting up for a few weeks now. I built it myself back in july. Everything is new apart from my gpu. The new GPU i got was faulty and i had to return it at which point i decided to wait for the new Nvidia GPUs. The attached video shows it restarting. I dont know why it takes so long to restart or even boot. I have fast boot enabled in the bios. Some times when it does start up there is a black screen. The video attached shows what i mean.

I should also mention this was one of the faster boot times. Ive had it take upwards of an hour at one point.
