I recently built a pc for the first time I have Ryzen 7 3700x on a msib550 tomahawk mb and a 2070 super founders edition. Ever since I built it the graphics cards fans go to 100 percent every time I turn on the computer until windows loads. I’ve heard that this can be normal but is there a way to turn this off it just really bugs me.

This is common thing to happen with AM4 motherboards (with Ryzen 3000 series CPU) combined with certain Nvidia GPUs for some reason... I've heard it's for "fan testing" but some people say it's not intended behavior. I haven't been able to find any solution to it myself but I got used to it after a while. Swapping to other motherboard might solve it but there is no 100% guarantee that it will work, same with BIOS updates.
