DDR3, boy you've got some upgrading to do... A 9 year old motherboard... You're going to be CPU bottlenecked something fierce.

 

There are TONS of UEFI related issues with that motherboard. Skip the 3080, get a CPU/motherboard/RAM upgrade and an RX 6800 instead. Not only will you get better performance overall, you'll not have as many compatibility issues trying to get it working.

That's good for that motherboard, but it reduces performance on newer systems. UEFI installs are superior on motherboards that don't have issues with the UEFI.

My P67 doesn't, this might be why you were able to boot with the 3090.
in the first time did you boot using the on board graphic port?

There is no graphics port on my mobo. I booted from the video card.

You may wanna check the settings with the old gpu first. Check if everything is indeed in eufi mode and that the pcie settings are not in legacy.

 

Also what is your psu? Might be as simple as psu can't provide the 3080 with enough power to even attempt a start.

That's the general chipset specs. This is the mobo.

 

You said you were able to get into Windows with the 3080 installed? Were the lights on and fans spinning? If so it is probably not faulty and its simply a BIOS issue that is preventing the driver install.
