High CPU low GPU

Right so I'm playing the new watchdogs game, I'm getting under 60fps as a general rule which I thought was pretty low for a 1660s and r5 2600, so I check my usage in task manager and CPU usage all looks okay: between 60 and 80. However my GPU usage will very rarely go over 15% usage, does anyone have any advice?

also, whats your psu?

I would recommend just getting a better cpu.

a ryzen 5 2600 is more than enough for a 1660s

I want to note the new watchdogs game is apparently running terrible on a ton of systems at the moment.

what api/api's does the game run in?

knowing the previous iterations of watchdogs.. i'd say this is more likely a game issue than a system issue.

I benchmarked it using heaven and it was the score I had expected, I have a 550w PSU

as of right now playing the game is like trying to play minecraft with 300 mods with only 16gb of ram, (say goodbye to your ram if your playing modded minecraft)

minecraft + shaders + 300 mods + only 16gb of 3000mhz ram = less than 60 fps at 6 chunks
