I was wondering if it would be possible to (With the right hardware) Buy/Make a device that connects to a Wi-Fi network wirelessly and makes a new network but sends all data through the one it's connected to. I know there A: is a speed and latency hit and B:Windows already has this. But I wondered if a Device exists that can do this by being small and (relatively) Cheap. Thanks for any info you can give me :)

You just described a WiFi-repeater/WiFi-router/most WiFi-access points.

There are multiple devices that do this. Wireless Range Extenders work in exactly this way and you can also get Wireless Bridges and Extenders.
