Issue with MSI 570 8gb

I have recently gotten a used 570 8gb GPU and my system is not detecting the device as a usable device. It detects it in device manager but that the device has issues and the system disabled it. I am unable to use it for graphics. I have tried current drivers and I have tried rolling them back to see if that would change anything and it hasn't. My system currently works with a 1070 so there is nothing wrong with the rest of my system. Do I need to flash the card or what else do I need to do? Thanks for the help.

try flashin the bios. 

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.
