Got a 2070 a few days ago, was doing the same thing when I first installed it but that was because the power pins weren't in correctly. Had it working for about 2 days and now it's doing it again but no amount of cable adjustment will change anything. I suspect the power supply is just dogshit but knowing my luck the card has probably up and died.

I am not an expert I’m just a user, and even worse mostly a user of what is now ridiculous antique gear.

I do not wholly trust my own opinion here.  Getting someone else’s opinion would be useful.

 

For what little it’s worth:

My knee jerk instinct is RMA.  That’s artifacting.  It could be a driver or some other issue, but that kind of mess has broken card all over it to me.  That said I could be wrong.  You could RMA it and they send it back saying “this card is fine” in which case it’s somewhere else.

Yeah I filled out a return a little while ago, gonna try to get a new quality psu set up in the meantime just in case. If it's still playing games with me then i'll be at a complete loss.

Artifacting is a gpu issue though I suppose it might be an under powered gpu issue.
