Blue screen

So I’ve been having problem with my pc when I try to log  into my computer it gives me this blue screen can’t read it goes by to fast then it sends me to another blue screen saying “recovery looks like windows did not load correctly “ and my FPS has drop to 30 idk what I was running before but I know it was more then that. I don’t know what to do should I just delete everything on my pc or what? Even trying to get it into safe mode with network it will crash to a blue screen.
