Nvidia Create Custom Resolution Greyed out

Hi, I'm trying to help a friend set up a custom resolution, but the button is greyed out. To be specific, they did turn off DSR and the scaling. The Customize button was clickable and the next window came up, but "Create Custom Resolution" was greyed out and we can't tell why.
