I bought a GPU (gtx 1070) secondhand.
It worked for a couple of hours, then while playing a game it crashed to black screen and fans went to max speed.
After power cycling, GPU fans spin at max speed and there is nothing displayed on the monitor, system seems to fail to post.

I tried running the GPU with power cables disconnected, and it was able to display a message on screen: "Please plug in the power cables for this graphics card and restart"

Computer works fine with another GPU installed afterwards (although this GPU doesn't require power from PSU cables).

So how likely is it that I was sold a bad GPU? What are the troubleshooting steps I can take now?

UPDATE: As suspected, GPU is dead. Tried it in another system without any success.
Ran an old gtx 670 on furmark for several hours in my system to rule out PSU issues.

Could be the GPU, i could also see it being the power supply.

 

Definitely reseat the GPU, also clear the bios both to reset all settings but this also clears nvram and allows the system to rediscover hardware.

Can you test the GPU in another system? I assume not but worth asking.

Quickly rethermal paste it.
Reasons.
I've re-thermal pasted badly before and had exactly the same symptoms.
Seller could have repasted prior to sale, but F'd up.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

 Doesn't seem likely since the "warranty void if removed" stickers are still in place.

Which GTX 1070 is this (make and model)?

Some vendors (e.g. EVGA) don't have those stickers to begin with.

If the card was disassembled before, then those stickers would be done, too.

 

GTX 1070 REQUIRES the PCI-E 6/8 pin power connections.

Without the PCI-E cables connected, the card SHOULD give you that error/warning message.

Its a Palit Jetsteam 1070. 

I disconnected the power cables as a troubleshooting step: So it confirms that the card can display a video output. It leads me to believe there is something going on with the power delivery.

This card comes with a dual BIOS switch. I tried switching the BIOS but there was no change.

As op mentioned, try in another system. If it works, then your PSU is the problem.
