That's normal I'd say depending on what was actually running... Ideally it would boost, often CPUs lower their clocks during load tho, which again,is normal and not something that can be influenced with power settings much.

There are always some clock deviations due to internal chip clock rounding. You have the CPU internal clock and CPU multiplier which gives you the final clock we always talk about. As you multiply that you get the "usable" processor clock. For example, my Core i7 5820K has internal clock of 100MHz and multiplier of 33 under stock conditions. That gives you CPU speed of 3300MHz or 3.3GHz (100x33). The thing is, that internal clock of 100MHz is never actually exactly 100MHz. It's usually fluctuating between 99.5 and 100.5 MHz. And as you're multiplying that, you're starting to get larger deviations on the final number.

The Windows 10 Task Manger is not 100% accurate when it comes to reporting the CPU speed. You would think that a big company like Microsoft could afford some better programmers.

The BCLK comes from a crystal that is extremely accurate and consistent. The amount of wander is less than +/- 0.0001 MHz. Any monitoring software that shows a variation of +/- 0.5 MHz is not reporting the BCLK accurately. Use something else.

 

My desktop board runs at a steady 100.000 MHz. The BCLK does not jump around all over the place.
