Simple Fill / Submit PDF Program help?

Hey everyone! I am in the process of trying to create a simple program for my work. It is for submitting work orders to the maintenance department. I have a blank PDF that I would like to be able to edit (Add text or Fill out text boxes), then simply hit send and have it sent to a specific email address.

Honestly, I am a graphic design guy. I know nothing about creating a program, so maybe this is super easy, or maybe even incredibly difficult. Not sure. Just looking for some advice to see where I should even get started.

Any and all feedback is greatly appreciated!
