as @lexusgamer05 said linux is just a kernel that distros are based on for your system lubuntu is a good choice but if you dont like its gui there are a ton of other distros that i can suggest

Linux is not an operating system, but a kernel that Linux distrobutions run on. A distrobution is an operating system based on top of the Linux Kernel. I won't go over it too much, but you can read more here.

 

I wouldn't recommend regular Ubuntu for you, as your computer isn't that fast. I would recommend something Lubuntu which is based on Ubuntu, but more optimised for weaker systems.

As a new user what should i keep in mind before installing Lubuntu, any special things to note?

and Is lubuntu complicated for new user? As I always used windows 7

no its based its among easiest distros to learn and it has  great support
