I'm getting low CPU utilization (around 50%) in-game and I'm capping AROUND 130-140fps at 1080p AND 1440p (regardless of settings). Any ideas as to how I can fix it? I know I should be getting around 220 fps at 1080p.

I used DDU to uninstall and update to latest drivers after upgrading my card, anything else?

10600k @4.9ghz

NZXT H510i AIO

16gb Gskill 3666mhz DDR4 RAM

Installed on an HHD

Same, season 6 has come with a lot of fps drop, sttutering... Even streamers have said this.

Go into multiplayer and u will see stable fps, 165 at 2k stable with my asus tuf oc 3080

In solo gameplay does it behave as expected?  If so then its the difference between online play (waiting on online information to process) and not having to wait on online information to process

Even in menus it's limited to sub 180 fps :(

I had FPS issues with my 2080 Ti and it turned out my card was stuck at the low power level for the PCIe (1.0 x 16) during gaming. Check your via gpuz, have it up while you’re in Warzone and make sure it switches to pcie 3.0x16. If it doesn’t, the fix for me was to reset my cmos and my system bios.

Yeah, It's running in PCIE 3.0... Just checked.  Good thought though!

That game sucks so bad. I had this issue with a 5700xt and tried everything to fix it, I quit playing the game. 
I put a 2080 super in the same pc and didn’t have an issue with it.
