Thermal paste is designed to go between the chip and the heatsink, not the heatsink and the fan.

No. that fan seems beyond repair. But if you want you could try, just be careful with the glue.

Maybe use cable ties to connect another small fan to the GPU, but only at your own risk.

It appears the fan blade section is totally separated from the hub portion, which means it's likely not going to stay together again no matter what you do. You MAY be able to glue the motor hub back to the cooler frame, however, you cannot glue the spinning fan blade portion back to the motor hub (for what I hope are obvious reasons).

 

You'll be better off just attaching a new 90/120 mm fan to the cooler and plugging it into a header on your motherboard.
