Using multiple GPUs only work when they are the same GPU.

I just got a 1650, would it bottleneck with my i7 4790k? If so, is it because the GPU is too good for the cpu, or the cpu is too good for the GPU?

The CPU is too good for the GPU. I'd recommend a 1660 Super or even a 1070.
