1650 Bottleneck

I just got a 1650, would it bottleneck with my i7 4790k? If so, is it because the GPU is too good for the cpu, or the cpu is too good for the GPU?

The CPU is too good for the GPU. I'd recommend a 1660 Super or even a 1070.

Also, my old GPU is a GT 710 2gb, and my new one is a 1650 4gb. Should I put my 1650 into the PCI express and keep my 710 in a regular gpu slot?

Using multiple GPUs only work when they are the same GPU.
