You can't really just MOVE the Windows install, and leave all your files / games on the HDD.

Cloning software offered by SSD / HDD manufacturers ...clone the ENTIRE drive.

 

Best is to just reinstall a fresh version of Windows on the SSD, and leave your files / games on the HDD.

Use your SSD as the OS / Boot drive, and you can still access everything on the HDD.

 

TIP:

When you install Windows on your SSD, unplug the HDD, and only have the SSD connected. Once you finish the Window install, THEN plug the HDD back in.

Games, yes if it's on Steam. Programs, your mileage may vary but to be safe I'm going to say absolutely no. There' just no easy way to tell which programs will work after copying the entire folder and which one won't (but for the most part they won't).
