I use advanced system care and it has a monitor telling me my ram and CPU usage and the CPU has a program called unpacker running taking up 40% CPU usage constantly but when I open task manager it disappears and the CPU usage goes back down and I cant find the source of this program. Is there anyway to find out what this program is and how to stop it from constantly running?

You can use Resource Monitor,it comes with Windows so just search it in the start menu.

Another option is Process Explorer by Microsoft.

I recommend to install Malwarebytes and run a scan, sounds like you have a malware on the system.

And it seems like you have a lot of bloatware as well,

After all that, backup your data to a different drive, wipe the OS drive clean and start a new.
