There are two variants of DVI (for simplicity):

DVI-I - Carries digital data and analogue data. A pin to pin adapter can be used to get VGA from this output.

DVI-D - Carries ONLY digital data. You would need an active adapter to convert the digital output to an analogue output, and these can vary in price a lot.

 

Gunjob is correct in that the R9 290 only has DVI-D outputs (as with all the R9 series cards, a descision I don't agree with for exactly this reason)
