Windows 10 Is Activated But I have A Black Background and No Background Options

Just re-installed windows. everything looked normal until i put the Microsoft Edge shortcut in the trashcan. the background immediately went black. I went to look at the personalize settings and it'll only let me change the accent color of menus. it doesn't even have options to change the backdrop.

I ensured that windows is activated. what the hell is going on?

i did. i found how to change the background back. it was set on solid color for some reason. but i still don't know why deleting the edge shortcut would cause that to happen
