Games lagging even though cpu and gpu running cool with low usage

Games have been running super slow on my pc, mainly games from the epic games launcher and league of legends. It happens randomly and will go away at random as well, restarting my pc will not fix it either. I have been monitoring pc performance and my cpu and gpu never rise above around 70 degrees, or above 50% load. I have updated video drivers as well, and it seems especially wierd because steam games always work fine, I thought it was an epic games problem until league did the same thing. It also lags out any video or livestream I am watching.

what i want you to do:

make sure you have the right power plan enabled

reinstall any drivers

check online to see if your bios version causes any trouble. if so, try to upgrade or downgrade.

run some stress tests
