Brief description of the current issue. Me and my brother are trying to play Rome 2 custom battles over LAN. After I host the game my brother try's to join, and the servers connection shows (poor connection). We can't even connect.  Both computers are connected to modem using ethernet cables. Internet speed is 100mbps. No one else in the house is using wifi/ethernet. I've googled fixes for this issue and followed a number of troubleshooting steps such as updating windows, updating drivers, disabling large send offload feature, and tweaking with firewall. Any and all help is greatly appreciated.

Sounds like you need to forward the relevant ports at your router (even though the game is on LAN, it might need to get outside) and through the Windows Firewall itself (for each of your computers).

I’ll point you again to your Windows Firewall. Try giving the game’s main executable access through the firewall. If that doesn’t work, you both have to forward ports needed by the game.
