Cheap 60FPS Webcam

I need a cheap webcam that can do 60FPS and requires minimal setup (buying this for an older person who isn't very tech-savvy). 

 

Resolution doesn't really matter, 720p is absolute fine, but a wide angle lens is preferred.

 

Located in the US, not trying to spend more than $30.

Why 60fps? Are they doing some fast-paced sports that require smoother experience?

 

Asking as someone who bought C920 used for under €50 and can't even use it at full potential. Yet.
