I'm new to the mid - high tier components, so I'm asking for help.

Intel Core i5 8400

16gb ram

240gb SSD

GTX960

I got blessed with a 2080ti and I'm planning to upgrade to Ryzen 5 3600

Idk what power supply I should buy tho.

A good unit from my experience is the Rosewill Proton series of PSUs. I've had mine now for well over 8 months and it hasn't gone pop so I'm quite happy with it. IDK if any are in stock but the 850 watt unit i got is like ~$120 with an 80+ gold rating and it is fully modular. I bought a 750w Glacier PSU from rosewill that was 80+ bronze and semi modular and it went pop on me after 3 months of not even close to medium load on it. So, DONT buy the Glacier units from them but the Proton seems like a good buy (They replaced my glacier unit with the aforementioned proton unit. When the glacier unit went pop it didn't fry anything but it sure scared the ABSOLUTE fuck out of me.)

i would go with a solid 750W gold PSU or better that way you're covered for years to come...

and i wanted to jump in to tell you the ''upgrade'' to a R5 3600 is not worth it for gaming...unless you get a used kit with a motherboard for cheap second hand for example.

Otherwise wait for next gen amd stuff coming out later this year i believe and get the 8c/16t option.

Consider he got a 2080Ti. Better get a 650-750W RMx. CX is good for budget lower end build.

550w is enough for 2080ti. total power draw is still under 500.

Both CX and RMx 550w only has one 8-pin PCIe/VGA cable. However 2080 Ti requires two. If you use daisy chained PCIe cable. The load on one cable is too high and cause voltage drop, and stability issue. RM650x supports two 8-pin PCIe cables for graphics card.

So should I just stay on the i5 8400? I'll be playing VALORANT, DOTA 2, and PUBG most of the time. Shouldnt I worry about bottlenecks?

If you can afford RM650x then go ahead.

2080Ti deserves a better CPU than a 8400. Use it for now. But upgrade it when you have the funding.

Why do you think you're gonna need such a powerful graphics card to play those very not graphically advanced games to begin with though? This is the question that comes to mind and this is why you worry about bottlenecks.
