Gaming feels weird with dual monitors after Ryzen upgrade

So I recently upgraded from FX-8350 to Ryzen 3 3100 and when I have my second monitor plugged in games on my main monitor feels like they have VSync on, lots of input delay and mouse feels sluggish.

My setup:

Ryzen 3 3100

Asus Prime B450M-A

G.Skill Ripjaws V 2x8 3200MHz

did you do a fresh OS install after swapping motherboard and such?

 

with a USB stick, not the built in factory reset

Yes I did, latest Windows 10 2004, I initially thought the problem was with the new Windows, but I downgraded to a previous version and its still the same

try DDU and reinstalling the GPU drivers

hmm... i've seen people having issues with dual monitor after upgrading to zen 2, especially while watching videos on the 2nd one

personally never had issues with my setup

so far i cant find a fix for it

I have a 1920x1080 60Hz monitor, and another 1920x1080 30Hz, my main monitor is the 60Hz and I use DVI, the secondary uses HDMI

I'm gonna try the revert thing tomorrow, it might work

So I've tried reverting back, I tried 5 different versions even the old AMD Catalyst drivers, the problem still remains. I also noticed that the problem is always occuring even when I only have one monitor on, the problem goes away right after disabling the second monitor, and after that for 10-20 seconds its good, then it goes back to slow. I thought that it was a problem with my gpu running at 100%, but after limiting fps, the card was running at 40% and the problem was still occuring.
