CPU Underclocking on low temps

A few minutes after I turn on my computer the CPU drops to 0.8 ghz. I've tried turning off MSI gaming mode, resetting bios and temps low. I've attached a clip of when it drops to 0.8ghz and it's temps when it does.

 

Specs:

CPU 10700k

Cooler: H115i

CPU 2070 Super

Mobo Z490

RAM 32GB

Storage 1TB Samsung SSD

PS Fractal 860W

Try to turn off all fast-boot options in BIOS and windows settings. It solved this issue for me and my 3700X.

I've tried that, I thought it might of been it when I tried resetting the bios.

It was just a wild guess because i had a similar issue. But i see a lot of threads from 10700K owners complaining about this. It seems like a known issue. You could have a look at older threads and if they solved it.

Interesting issue. See if the low power aka C-State options are enabled in bios and disable them. If you feel comfortable enough, you can set the multiplier by hand.

@thunderfire123 If it is .8ghz at idle then that is fine as nothing is using the cpu so there is no reason for it to use more power. If it is .8ghz under load then that is a problem.

It doesn't change at load

Make sure you didn’t accidentally manual touch the cpu clock speed in bios.

Update: I don't understand why, but changing the scenario from extreme performance to balanced in Dragon Center fixes the issue at least for now.

Nope, also made sure with the bios reset

This is coming up a lot, something something "Intel 0.8ghz bug"

 

Not sure how to fix it but there was a fix iirc
