System stuttering and frame drops

A few days ago, I noticed I was getting some weird frame drops while playing rocket league. As the days went on and I tried several solutions it kept getting worse. At this point I'm fairly certain its a gpu issue since I bought this gigabyte 1070 ti used off of ebay back in January and I'm fairly certain the og owner bought the card when it came out back in 2017, so its been through ~3 years of heavy-ish use. One odd thing I noticed was when the game stuttered, so did the rgb on my keyboard, if the stutter was bad enough sometimes the rgb would turn red in some keys, which is strange since there's no red in the rgb pattern i've set, which leads me to believe this could also be a psu or ram issue. Also the longer the system is on, the worse it gets, these graphs are from the system being on for about 45 minutes with gpu overclocking removed.

 

Some things i took note of:

-The rgb on my keyboard only stutters if iCue is open, when iCue is closed so the rgb is running off of the onboard profiles it doesnt stutter

-those frametime spikes line up with noticeable frame drops in game and the gpu usage dropping

-When starting rocket league sometimes the desktop glitches out and artifacts a bit, but fixes itself once the game is open

-before anybody asks, yes i'm using the latest gpu drivers and windows is updated, and yes the power plan is set to performance

-turning the power limit up in afterburner makes no difference whatsoever

any suggestions with what part could be faulty, or if its a software or driver issue, would be greatly appreciated
