You might have issues running OBS in more CPU heavy games, but I can see it as do-able, since you have nvenc

Budget $700-775, Florida, my total with the motherboard is around $720

Changed a couple of things. 

as for the board, you could also go with the b450 a pro max which is also good. 

as for the case, a p400a/300a or a 275r airflow are also good. and you could just use the hardware encoder on the gpu to offload that work from the cpu to the hardware encoder.

Also would overclocking be a problem with the stock CPU cooler ?
