Hello, new user Here. 
Guess I'll start with the Specs of my Build.
Ryzen 7 3800x
MSI MEG X570 Motherboard
64gb 3600 RAM
2 M.2 Drives, 1tb and 500 gb <For The OS
2 3.5 HDDs for Games/Content
1 2.5 HDD for... rando Storage.
Radeon RX5700XT GPU
Antec 650 80+ Gold PSU

Okay now the issue.
A Couple of weeks ago I upgraded my MOBO from a B450 to an X570, I added another 2 Sticks of 32gb 3600 ontop of the 2 I already had.
Since doing that, periodically, even when Im not in games, the computer will act like its being overloaded, like the mouse will flicker around the screen as I move it. Like its dropping frames without being in game?
When Im in games sometimes it hits a wall like that the same way, the mouse will act like its dropping frames and it will make the game look like its crashing.
Sometimes my keyboard doesn't work in the middle of this, it will go in and out making it hard to do certain tasks both in game and out.
I have run the Windows10Debloater
Updated the Mouse Drivers
And am now updating the GPU Drivers, even tho I have the current version I am just installing them again.

Its doing it right now as I type this.
When I open the task manager it says the CPU is running at like 50% for like a split second and then goes back to around 1%, it does it so fast I can't even read what program is making it run that fast.
I have ran Malware Bytes(Premium) and its optional Adware add-on, it runs everyday, and never finds anything. Not Automatically, only when I choose.
I have no idea what could be causing this.

will make it clear rn the psu wattage slightly worries me. not that it isnt enough, but it wouldnt be comfortable for me. But it looks like a quality one that should be able to handle this build. While gaming, can you run some monitoring programs? possibly temps (cpu and gpu) usage (taskmgr) and perhaps somehow power usage?

the CPU never runs over 50c even when in games, (and thats being generous.) its got a NZXT X73 attached to it. OH! Yeah, its OCed to 4.3, which for this CPU isn't even its boost clock? so idk if that would even be Considered an OC?

The GPU can sometimes heat up to as much as 80c, and thats when Im trying to run something at 4k for hours on end.

Will disabling XMP drop in-game performance? well I guess it doesn't matter at this point, no matter what Im seeing a drop in performance, so its worth a shot.

It will drop your performance, but if that is your problem, you could turn on a different profile, or do a manual OC.

This is while Running Red Dead, Mid Gallup, Idky it didn't capture the screen, and that little message comes up every single time I open a game or modify a game's settings, and I dont know how to get it to go away. (oh I just turn off the Game Bar, DERP)

But you can see my Metrics on both CPU and GPU in this shot.
