Performance Issues

I've been noticing some system performance issues and am at a loss as to why.  Solid hardware!  On the latest bios and running the latest drivers, and updates.  I even have AV disabled at the moment.

 

Here is what I am seeing.  I've noticed continuous video stuttering on secondary monitors when playing games at the same time.  As an example, right now I have FF XIV open (loaded on drive 'C:') on the big Dell monitor and trying to watch a Twitch stream on one of the BenQ monitors at the same time.  The stream is horribly laggy/choppy when the game is loaded. That should not be the case given the quality of hardware and gig Internet speed.  I realize I don't have the latest and greatest video card, but a 1080Ti is still a rock solid card.  I've run the 3DMark TimeSpy (v1.2) benchmark and got a score of - 9,678.  Not sure if that's good or not.  I never crash, and startup times are always blazing fast.

everywhere. but a negligible and to be ignored one.

 

1. is your ram in the right slots

2. is your gpu in top slot

check task manager. if your cpu and gpu are pinned, there is the problem.

1080 Ti is in the top x16 slot

 

"if your cpu and gpu are *pinned*"  What does "pinned" mean?  Maxed out?  As in 99%+?  The CPU shows 38% and GPU spikes up to around 99% (63c).

seems like a gpu problem. try playng the stream at a lower res, in full screen
