For a gaming build with a EVGA GTX 1650 Super SC Ultra Gaming 4GB GDDR6 GPU witch is the best a i5-9400f or a ryzen 3 3100 and witch one of them is more future proof ?

wouldn't bother with coffee lake as that's on a platform that wont get updated and is more or less dead, either zen 2 or comet lake or wait for zen 3.

budget? and are you limited to these two cpu's? if so, the 3100 is similar but is on a "alive" platform.

They will probably be about the same. Id get what is cheaper. We don't know what will be better in the future, but there shouldn't be a huge difference between them.

Yes I am on budget but no I am not limited on these ones

yea strictly between these two, i'd say 3100, but i'd also look for the 3300x if possible.
