The Mortar is more than good enough if you want to save the money over the X570 Tomahawk. It will look a bit smaller in the case though as it is a mATX board, but not really an issue.

So my question is would a b550 tomahawk or a x570 tomahawk be the best for this build if im overclocking the cpu once i get the aio and overclocking the gpu? or mby even a b550m mortar

You wouldn't need the x570 tomahawk to oc that cpu, that board can handle a maxed out 3950X easily.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

MSI X570 was trash, so I wouldn't even consider the X570 if that's your only option.
