It's a TV Tuner if you wanted to watch TV on your PC or use it as a DVR. I see there's also AV there so it could be used as a capture card too

So I could use it to capture my Wiis video or anything with AV

Got a newer one of those, that's PCI-E, that I bought 10 years ago. (OP's card is PCI I believe ?... been a while since I last saw one)

Even back then, drivers were trash and buggy. It mostly only worked fine with Windows Media Center. Which unfortunately, doesn't exist anymore in Win10.

Then my cable service provider switched to their encrypted digital platform only, requiring a set up box from them and suddenly the card was rendered useless.

I had one of these it was awesome. I use to record movies out of live TV, edit them and convert them into VideoCDs to watch with my friends. That was before the super fast internet times, where you could not download or stream movies and when people didn't know what dvix or mpeg4 was so i converted everything to VCD.

Sadly i never found drivers for Win10
