Need HELP ASAP

So i keep getting this error when trying to download something iv searched up things can found out that i need to do this.... but when i do that it still doesnt allow me to open it iv tried disabling and enabling virus protection and crap but cant seem to figure it out

  1. 1) Right click the problem folder and select Properties.
  2. 2) Click the Security tab, and then click Edit.
  3. 3) Click the Add button
  4. 4) Type “Everyone” in the box under Enter the object name to select.
  5. 5) Click Everyone, then check the Allow box next to Full control.
