PC Underperforming, and high temps!

So I currently have a frankenstein build that I've thrown together over past build before I've sold everything so I can stay alive during rona, but I'm having a huge issue with my build heating at high temps during idle, low frame rates even on lower settings which is weird. CSGO I'll get 180 frames on high, but 70 on low? Which is concerning. But then I'll also get 150 on ultra on Modern Warfare, but get 60-80fps on low settings? Ontop of the fact that my PC is running 50c idle which is ridiculous. Is there something I'm doing wrong? I plan on upgrading everything to Intels 9900k or 10 series with the new RTX 3000 series for gaming, and just taking this build and moving it to a streaming PC format.

CPU: AMD Ryzen R7 3700X 4.2 GHz < With or without boosted overclock idle temps remain unchanged. Checked temps with Ryzen Master, NZXT Cam, and TempCheck

Cooler: NZXT Kraken Z63

Motherboard: MSI X570 Gaming Edge Wifi
Memory: Corsair Vengeance RGB PRO 32GB (8GB x 4) DDR4-3600
M.2: Western Digital Blue 500GB Internal M.2 SSD

SSD: Western Digital Blue 500GB SSD

HDD: Seagate Barracuda 2TB 7200RPM HDD

GPU: EVGA Geforce RTX 2080 Super XC Ultra Gaming
Case: NZXT H510 Elite - Black

PSU: Corsair - 750x Power Supply Full Mod - 80+ Gold

hmm check the cooler mounting and replace the thermal paste

Already done, that has not fixed the issue. I've replaced the thermal paste application 3 times, as well as seated the cooler in multiple formats.

PC Idle (30 Minutes) CPU/GPU

Low: 52c/35c

Average: 55c/39c

High: 69c/40c

 

PC Under Load (In Game 30 Minutes) CPU/GPU

Low: 70c/65c

Average:72c/68c

High: 89c/71c

 

And these temps are with the underperformance on both the card and the cpu. I'm not sure as to why I'm getting such high CPU temps but my GPU stays cooler.
