Computer boot issue

I recently went from an rx570 to a gtx 1660. Now when I try to boot the power button only works like 1 in 15 times The aio will make some noise like its starting and the gpu fans will spin, but it wont start the pc. Also when this happens the computer boots to the secondary monitor and requires a restart to get my dual monitors back. Does anyone have any idea what is going on? I check the front panel cables and they looked all plugged in. Also sometimes if I unplug my front usb cables the computer sometimes boots.

msi b450 itx, sg-13, evga supernova 450 gm, uh corsair lpx ram 3200, corsair h60 aio, msi gaming x 1660
