Have you looked at the Corsair K70? I don't know the price of it off the top of my head but it has dedicated media keys

a volume scroll wheel, and as far as i know the one with blue switches has blue back-lighting across the whole board.

Corsair K70 is the only mechanical I can think of with a volume wheel but apparently it's much more expensive in the UK.

Yeah, I don't think your gonna find a mechanical keyboard with a volume scroll for under £70. You're gonna have to up the budget to around £100 for a Logitech G710+ (only Brown switches though) or higher for the Corsair K70 if you really have to have a volume scroll.
