Everyone buy h100 and then complain about noise. Then buy different fans.

 

4670k + noctua / bequiet 

8gb ram, whatever you want. id recommend cheapest heatsinked one like balistix low profile ( clearance )

z87 mobo, msi / gigabyte

seagate barracuda if its cheaper than caviar blue

ssd 128gb from samsung or cruicial, see if you can fit 256

780 from gigabyte / msi / asus / evga whatever is cheapest aftermarket cooler

also check prices on aftermarket 290x

case? personal preference up to your needs. id say haf 912 for price and airflow

oh you want phantom ok

psu something from seasonic or xfx 600w - 700 w

okay so a seasonic power supply, but is the rest okay?

Yeah, it seems pretty good. Any decent PSU, preferably with gold rating. Seasonic are good, but they're quite expensive. The EVGA Nex650G is pretty good, and you can order it from EVGA without customs fees if you can't find one where you live. Something like the Corsair RM650 is good too, but there are better ones out there. You could get away with a 550w if you wanted to.
