Games, programs or workloads that it will be used for: Streaming, gaming, private small game server games include  Escape From Tarkov, Ark, League of Legends, heavily modded skyrim and many others

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): looking to build a high end pc with the focus on noise, power and efficiency not very interested in rgb or anything but dont mind if its there. i realy want to include one of the new 30 series in my build thanks for any and all replies this is my part list so far

Can you wait for 2 days because the new cards are launching then. You could possibly get a 3080 in that price.

Added an AIO cpu cooler which is pretty much very rare price for the price the fans runs on 650-2000rpm and has 6-30 dbls , removed the ssds and added a 2tb hdd and an NVME ssd with DRAM CACHE ,1 tb ssd is actually pretty much enough for a consumer . added an extremely good psu and dint touch the case since its personal choice and u dint need RGB , but i would say a better case might be cooler master TD500 Mesh or Fractal design Meshify (doesnt have RGB btw), changed the gpu to a gigabyte 2080s which has the exact same specs but 100$ cheaper

yes id love to get one of the new 30 seris cards i did say that in my original post im happy to wait i realy want the best i can in that budget it just cant go over budget

awesome thank for the suggestions i like the updates im happy to go closer to the 4k aud mark for better if you had any improvements im also waiting for the new 30 series graphics cards so i may need to change my case anyway due to size

Yep you would get so much better price to performance. Rumors are that the 3070 would be as good as or better than the 2080ti.
