can i use a Ryzen7 2700X with a Asus ROG STRIX B550-F GAMING

Nope sorry, B550 only supports 3rd gen for now (will support 4th gen). A B450 or X470 board would be better. I really hope you haven;t bought that B550 board yet

Depends on the form factor, if you want to overclock, etc. You could grab a B450 a-pro if you want an ATX board.

EDIT: You could buy a PCIe wifi card if you want, but if you want onboard wifi, completely disregard what I typed.

Get a b450 TUF Gaming Plus Wifi or a B450 Gaming Carbon AC

tuf is pretty mediocre and the carbon is pretty pricey for what it is

the crosshair is pretty pricey never really saw this board go under $350, you could go with the X570-e though its not really worth the extra over the X570-tuf plus considering your only pairing it with a 2700x.

Does msi b450 Tomahawk max support Ryzen 7 3700?  if not how do I update the motherboard?

Since it is the max variant, the manufacturer already flashed the bios for the motherboard, so you should be good. Just make sure it has MAX at the end.
