Is my pc bottlenecking?

Curious if my pc is bottlenecking with an i5 7400 and a gtx 1070 and if so what should I upgrade my cpu to

Every system bottlenecks somewhere, and it changes depending on how you use it. Enjoy your system as-is.

I haven't really been playing many games but mainly call of duty really wanna play cold war on pc

The modern cod games will benefit from a better CPU, unfortunately good deals on an i7-6700 or i7-7700 are rare so you are looking at a motherboard replacement if you want improved performance.

Any motherboards and cpu you would recommend im assuming an amd one right?

For a budget minded upgrade, a ryzen 5 3600 and cheap B450 motherboard is a good start. How much money did you plan on spending, and what country?

I'm willing to spend a decent amount but not over probably like $400 CAD
