Games, programs or workloads that it will be used for: GTA V, COD MW, VR and some lighter workloads

Looking for a build to game on my 4K TV. No windows licence or peripherals needed. 

The most important aspect for me (besides performance of course) is sound. I want it to be as silent as possible. A smaller form factor is a bonus, but focus should be on silent.

The most resource intense thing in your list is VR so I would focus on that. Linus has a video about what GPU is best for VR that decided the RTX 2070s was the best bang for the buck but the 2080s and 2080ti would be better if you had the cash (it sounds like you do). He also had a video about updating his personal living room PC not long ago with similar requirements. I'll see if I can find it.

 

Update: Older then I thought but still current unless you want to wait for RTX 3000 and Ryzen 4000
