Games causing either .78ghz cpu usage or locks at 2.9

I recently built a PC and it has been reliable up until yesterday,outside of trashy servers on COD,it randomly decided to lock at ,78 on games but once i close them out it turbos back up into the mid 4ghz. The past couple of times I've loaded into games it'll start at 2.89(stock speed) then go down to .78GHz then crash. I have power on ultimate performance and the games set to high priority. I originally thought it was the COD launcher bc its been fairly unreliable from my experience. However it also occurs thru epic games such as Fortnite. Ive also noticed it doesn't affect Microsoft store bought games. I tried everything i could think of even changed registry a bit, Ran restoro to see if it was anything i may have changed but to no avail.Any help would be greatly appreciated!

RAM: 32gb GSkill trident z Neo 3000

GPU: MSI Ventus 2070 Super 8GB

MB: MSI MPG Z490 GAMING CARBON WIFI ATX Gaming

Storage: 1TB WD hdd +1TB Samsung Evo

have you checked your CPU temperatures? it might be thermal throttling

Yes, all cores stay lower than 40c before it crashed it says min 38 max 39 when i open the games however when not running them the mins and maxes range from 47 to 61 so im extremely confused.

I’ve seen this on quite a few intel laptop workstations at my office. It seemed to be a bad CPU or a faulty trip sensor on the chip itself.  Try resetting the BIOS as the first step and see if it goes to regular speeds after.

Thank you will try im kinda scared it be a faulty CPU bc its been a hassle getting all these parts in lol.
