Can't reach 60fps in BL3

I started playing BL3 again because I saw that the 4th DLC is coming out soon and released I missed the 3rd one somehow
But I can't reach 60fps in the game, I have a gtx 1080 OC @ 2103Mhz (yes really I was really lucky) and a 6700k OC @ 4,1Ghz (Unstable if higher, unlucky with this one), which should be by all means be great at gaming. 

I did a test where I went from the lowest to highest graphics settings and the fps was unchanged, that points it to being a CPU bottleneck. But is a 6700k really going to be a bottleneck? That doesn't sound right to me.
What do you people suggest?
