there are many reasons i want to use a 650 watt power supply. from my knowledge its hard to find a fully modular power supply with less than 650 watts even then its hard. not to mention id be able to stick with about 50% usage for my specs which would be the highest peak efficiency and i know some psu if your under a certain percentage the fan doesnt even turn on. plus maybe i wanna upgrade later.

RMx, Ion+, G2, G3, Whisper M, Focus Plus, Prime Ultra, Straight Power 11 etc etc etc... These are not recommendations, just PSUs with wattages below 650W that are fully modular.

The efficiency "curve" for a modern high end PSU resembles a line more than a curve. So that reason is just BS. If you want a quiet PSU, get a quiet PSU. The EVGA G3 1000W is louder at 200W than the Formula 450W is at 495W. Despite the max wattage being much much higher.

Bitfenix  Formula Gold 650W  Whisper 650w // Best Option.

Recommending Formula gold whisper  because hx650 is is not available.. Asumming you have a mid range rig.

im not the one who recommended the hx650 i was looking originally at the rm650x 

my build consists of a intel 10400, 1660 ti, 16 gb ram 1tb nvme drive asus tuf b460 plus motherboard 

and i know i could easily get away with a quality 450 watt psu i couldnt find any that were fully modular nvm i found some guess i didnt look hard.

The HX Platinum is still most definitely a thing, and it starts at 750W. The 650W versions of older PSU series named "HX" are not. Dammit Corsair, and their recycling of product names.... TX, RM, HX, AX...

There's always an HX that's current.  They just keep getting revised, making the previous version "discontinued".
