Sorry I misspoke, it was a Dell Inspirion.

If the case has enough room, you can upgrade it more easy. $500 should buy you some good used parts.

I would start with the PSU and GPU.

I think there is plenty of room for a larger PSU and a GPU, what wattage should I go for? Is getting something that supplies more power than required going to cause any issues?

That will depend on what parts you plan on using, if you go for a new GPU like a GTX 1650 then maybe the old PSU would be enough, if you go for a used GPU like an RX 470, RX 570,GTX 970, GTX 1060, and GTX 980 then somewhere around 500-600 watts should work.

Also, you my need an adapter for your motherboard for the new PSU.

Do you have any advice on narrowing down the GPU options? I am using Newegg primarily but the only paramaeters I have to narrow the options are the interface(PCIE2.0x16) and price range. Should I look at GPUs that pair well with the processor, or is that not as important as other factors?

To make it quick and easy you could go for a GTX 1650, I am not sure you will get the FPS that you seek in all the games, but it should be playable in most.

For building something all new, maybe this to start.
