Does the 970 no longer provide the needed performance? It's still a solid mid range performer. If you really want to upgrade add in a new gpu. But do wait till nvidia and amd have launched their new cards as they are about to come out.

If you haven't oc'd your 4790k do try that it helps a lot. You also didn't list your ram but if you have 16gb or more you have plenty.

I pretty much agree with @jaslion.

I'd go for an overclock on the CPU. Then it should still be a decent gaming CPU.

The only thing i'd upgrade is the GPU. Wait a while longer for the RTX3060 for example. This should be a big upgrade over your GTX 970.

But the 3060 could still be a few months away, as the high-end will start sales in september. So maybe in the holiday season you could expect the mid-range lineup from NVIDIA.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
