I installed a new psu and graphics card in my dell 3671. However now i wanted to add a another case fan, using a fan splitter. However i found this person who said that dell doesn’t have standard fan connection. So i was thinking of using usb fans. Are they a good option as a last resort

So the fans wouldn’t work on my dell Inspiron 3671?

I didn't say that. USB will provide less voltage than normal fan header, so performance will be less. And I don't have experience nor remember whether Dell uses proprietary connectors or not. You could always get hardware controller and hook it directly to PSU.
